With reference to the Chulalongkorn University Announcement regarding Extension of Temporary Closure of Offices, Class Management and General Operations during the Spread of the COVID-19 Outbreak (No.4) dated June 27, 2021 resulting in an extension of the temporary closure of its workplaces in and outside the Bangkok Metropolis until August 1, 2021;
Due to the intensified situation concerning the continuous spread of the COVID-19 virus that has caused mutations and become highly contagious thus increasing the level of risk of infections; with the safety and well-being of members of the Chulalongkorn University community in mind and in order to implement more stringent measures to prevent the spread of the virus as well as to lessen the risks of COVID-19 infections for its students and staff members as well as to ensure uninterrupted and efficient operations of the university;
By virtue of Section 27 and Section 32 of the Chulalongkorn University Act B.E. 2551 it is deemed appropriate to issue the following announcement:
Clause 1. To repeal the Chulalongkorn University Announcement regarding Extension of Temporary Closure of Offices, Class Management and General Operations during the Spread of the COVID-19 Outbreak (No.4) dated June 27, 2021.
All matters which have been implemented or instructed in accordance with the Chulalongkorn University Announcement regarding Extension of Temporary Closure of Offices, Class Management and General Operations during the Spread of the COVID-19 Outbreak (No.4) dated June 27, 2021 shall remain in effect as long as they do not conflict with or contradict stipulations in this announcement.
Clause 2. To extend the period of closure of the workplaces within and outside the Bangkok Metropolis from July 12, 2021 to August 1, 2021.
Clause 4. The Section Head or Vice President in charge shall supervise and instruct all staff members to perform their tasks by working from home except in cases coinciding with Paragraph 2.
In cases where it is extremely necessary the Section Head or Vice President in charge may direct or permit a staff member to perform work tasks on the University campus or at another locale only for matters pertaining to the following:
(1) To provide services for the safety and security of the University premises or work sections.
(2) To provide medical services only in cases of emergencies or extreme necessity.
(3) To oversee basic physical structures of the University or work sections.
(4) To oversee basic information technology structures of the University or work sections.
(5) To carry out legal matters, regulations, court orders or verdicts, agreements or contracts requiring urgent attention and that need to be completed according to deadlines.
(6) To oversee matters pertaining to students or staff members residing in university lodgings.
(7) Any other necessary or urgent matters that the Section Head or Vice President in charge may instruct, direct or permit.
Staff members who are directed or permitted in accordance with Paragraph 2 may enter the university only if they have been vaccinated with at least the first AstraZeneca inoculation or both doses for the Sinovac vaccine or other types of vaccine that have been approved by the Food and Drug Administration, whichever one applies, for a duration of no less than 14 days.
Clause 5. A staff member or student will be able to reside in a university lodging only if they have been vaccinated with at least the first AstraZeneca inoculation or both doses for the Sinovac vaccine or other types of vaccine that have been approved by the Food and Drug Administration, whichever one applies, for a duration of no less than 14 days.
In cases where it is extremely necessary or if there is any other matter which does not conform to the conditions specified in Paragraph 1, the Vice President in charge may present that particular case with reasons furnished to University’s COVID-19 Committee for consideration.
Clause 6. With the exception of Clause 4 Paragraph 2 and Clause 5 the University shall permit students, staff members or outsiders to enter the university campus only in cases where they are there to receive their vaccinations for the COVID-19 virus.
Clause 7. Staff members and students should refrain from traveling across provinces for the purpose of their work or field research except where it is absolutely necessary and if the failure to travel will cause detrimental results. In such cases the Section Head or the Vice President in charge shall consider this on a case-by-case basis and make sure that the safety and security of the staff member or student traveling for the purpose of their work or field research is of the highest priority.
The staff member or student who has been instructed or permitted to travel according to Paragraph 1 for the purpose of their work or field research may do so only if they have been vaccinated with at least the first AstraZeneca inoculation or both doses for the Sinovac vaccine or other types of vaccine that have been approved by the Food and Drug Administration, whichever one applies, for a duration of no less than 14 days. Moreover, once permission or approval has been granted the staff members or student is required to strictly comply with the COVID-19 prevention measures implemented by the government or relevant agencies in the area he or she is travelling to.
This announcement shall be taken into effect from July 12, 2021 and if the situation changes an announcement will be made accordingly by the University.
